How do you build a "water changer" for a fish tank without using a syphon or expensive material?

If you don't want to syphon with a cheap plastic tube (which is CHEAP and it works great, just don't get water in your mouth), then I think you might be scooping out your water into a bucket like I had to. Are you changing out the whole tank? If not then just take a big couple of cups out and add a couple of cups back. Another thing you could do is get an under gravel filter, then you don't have to change the water. I only have a regular filter and I only have to change my tank about once every year to year and a half.
