What are some good plants for a tall 40 gallon tank?

Bamboo isn't a good choice, especially in a deep tank-- it cannot grow fully submerged, causing it to then die and rot. Instead, I'd suggest something like Vallisneria, Water Sprite, any of the Hyrgophila species (including Water Wisteria), Hornwort, or Onion Plants-- these are all very common (even Petco and Petsmart carry them) and very easy to grow, even with less than ideal lighting.
