How do you size your internet settings, i have an older pc, and its smaller?

its a compaq mv520...aka old...nywho. i dont know how to resize the settings, i play pool on pogo, and it wont let me see the ..and it wont let me resize the pogo screen, at the bottom, or at the top, is there any way i can resize the screen on here? and, the color on here is also very dark, when im on msn, if i have a pink shirt on, it looks red...any help?
