Do you agree/disagree that GW's pro-active international polices prevented further attacks on U.S. soil?

It's been quiet in the U.S. since 9/11, the rationale being by his administration that by fighting terrorism in the enemy's "backyard" this prevented further attacks in the U.S. True/Untrue? Also, will the changes in the current Obama administration (such as the closing of Guantanamo), allow the terrorist organizations to regroup and perpetrate further attacks in the U.S. during his administration?
